AI Contract Overview
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 12, intends to award a sole-source, firm-fixed price contract to Modus Medical Devices dba IBA Dosimetry America Inc for the Quasar MRID3D (5.0 mm) MR Image Distortion System, a specialized device required for quality assurance in Magnetic Resonance Imaging used for Stereotactic Radiosurgery at the Clement J. Zablocki Veterans Affairs Medical Center in Milwaukee, Wisconsin. This procurement is justified under Revolutionary FAR Overhaul 12.102(a), which permits non-competitive acquisition when only one source is reasonably available to meet the government's unique technical requirements. The system, which includes a proprietary mineral oil-filled phantom and software with a spherical harmonic algorithm, is the only product capable of delivering sub-millimeter accuracy in measuring B0 and GNL geometric distortions within ten minutes, making it indispensable for safe and precise brain tumor radiation therapy. The vendor is identified as the sole manufacturer and distributor of this specific end-product, with no authorized third-party suppliers or alternatives in the market. The procurement is classified under NAICS code 334510 for Electromedical & Electrotherapeutic Apparatus Manufacturing, with a Product Service Code of 6525 for Imaging Equipment and Supplies, and a Small Business Administration size standard of 1,250 employees. No set-aside categories are designated, and the contract value remains unspecified. The place of performance is firmly established at the Zablocki VAMC, and delivery is expected to occur at this location. Responses to this notice of intent are limited to firms capable of providing the exact end-product and must be submitted exclusively via email to Arneil Genus by 1:00 PM Central Standard Time on Tuesday, July 28, 2026. Responses must clearly indicate business size status, ownership (U.S. or foreign), and whether the entity holds any socioeconomic certifications, with all proprietary data appropriately marked. No formal evaluation factors, weights, or competitive scoring criteria apply, as this is not a competition. If no viable alternative offer is received, the award will automatically be made to IBA Dosimetry America Inc without further notice. No packaging, delivery, or invoicing specifications are detailed beyond the requirement for proprietary labeling, and no payment, accounting, or COR/COTR information is provided in the documentation.
