The Department of Veteran Affairs Procurement Contract Office East plans to award a sole source bridge contract to IntegriGuard, LLC DBA HMS Federal to provide Insurance Identification and Verification Services. This contract is intended to cover a six-month period while a competitive Indefinite Delivery Indefinite Quantity (IDIQ) contract is being finalized with a Small Business vendor capable of delivering similar services. The action will be executed as a task order under the existing GSA contract GS-23F-0150R, with an estimated maximum value of $373,500. The services involved are specialized, relating to seeking reimbursement from third-party health insurers for medical care provided to insured non-service connected Veterans, and only one source is deemed capable of meeting the quality requirements within the necessary timeframe. This sole source acquisition is conducted under the authority of the Multiple-Award Schedule Program and FAR 8.405-6(a)(1)(i)(B), which permits non-competitive awards when only one source can meet the required level of quality due to the unique nature of the services. The contract falls under NAICS code 541211 with a size standard of $20.5 million. The Government has discretion over whether to compete the acquisition further, but no solicitation or requests for quotes are being accepted at this time. Extensive market research was done previously to identify qualified providers, supporting the decision to proceed with this sole source arrangement. Responses and market research information are being collected but will not alter the procurement process, which is designed to ensure continuity of specialized services during the transition to a Small Business IDIQ contract.
