The acquisition originally announced as SSN-NRCS-KS-03-9 under Category R has been cancelled and will be re-announced following a revised procurement approach. Initially conducted in accordance with OMB Circular A-76, the acquisition is now being restructured as a Streamlined Competition under the updated procedures outlined in the Revised OMB Circular A-76, dated May 29, 2003. This change allows for certain approved deviations to maintain previous cost rules or procedures. Additionally, it has been determined that the services under study fall under the Brooks Act, requiring the use of Architect-Engineer procurement procedures. As a result, the initial solicitation is cancelled, and the requirements will be reissued under the classification code for Architect and Engineering Services, specifically as NRCS-23-KS-03. The contract involves a commercial activities study for soil conservation technician services within the USDA’s Natural Resources Conservation Service. This shift reflects a significant procedural change to ensure compliance with legal requirements and tailored procurement standards, marking the transition from a broad commercial activities acquisition to a specialized architect-engineer procurement.
