The contract pertains to a reannouncement of an acquisition initially issued as a Sources Sought Notice under the Professional, Administrative, and Management Support Service category. The Natural Resources Conservation Service (NRCS) is conducting an Express Review Study focused on Clerical Support services at two Resource Conservation & Development (RC&D) offices located in Greensburg and Dubois, Pennsylvania. This study will evaluate whether these clerical functions, currently performed by federal employees, should continue in-house or be converted to a contract-based solution. Notably, the scope of the study has been adjusted from three positions to two, reflecting a retirement that will not be replaced by a federal worker. The study is part of a USDA Express Review process under solicitation number NRCS-A76-3-PA-03A, posted in June 2003. Upon completion, results will be publicly announced on FedBizOpps, where a public review period will also be established. This allows interested parties to assess the findings before any decision is made regarding a formal solicitation for contracting the clerical support services. The overall purpose is to determine the most effective and efficient method to provide these support services at the designated NRCS offices.

Full Description

This is a Reannouncement of an acquisition previously announced as a Sources Sought Notice under Category R, Professional, Administrative and Management Support Service. The purpose of the announcement is to notify potential offerors that the original acquisition is being converted to an Express Review. The number of positions in the original study is reduced from three to two, due to a retirement that will not be refilled with a Federal employee. The Natural Resources Conservation Service (NRCS) is conducting a USDA Express Review Study of Clerical Support services at the NRCS two RC&D offices in Greensburg and Dubois, Pennsylvania. These services are currently performed in-house or whether a solicitation will be issued for conversion to contract. A FedBizOpps announcement stating the study result and establishing a Public Review period will be posted upon the study's completion.
