The Department of Health and Human Services, through the Substance Abuse and Mental Health Services Administration, is conducting a streamlined competition under OMB Circular A-76 to evaluate the cost-effectiveness of contracting out services currently performed by two full-time Grants Program Assistants at their Rockville, MD location. The study, which began on May 25, 2006, and is scheduled to conclude by August 21, 2006, will assess the feasibility of outsourcing tasks related to technical assistance, such as monitoring services, reviewing deliverables, and budgeting for various branches within the Center for Mental Health Services. A cost comparison between a commercial contract and the existing in-house government operation will determine the least expensive method for providing these services. Should the study recommend contracting these services, affected government employees will be given a Right of First Refusal for positions for which they qualify. Key officials involved in overseeing the study include the Competitive Sourcing Official, Agency Tender Official, Human Resource Advisor, and Contracting Officer, with the latter being the only point of contact for inquiries. It is important to note that this announcement does not constitute a solicitation or obligation to award a contract. A solicitation will only be issued if contract performance proves more cost-effective than current government operations, and any such solicitation will be made available on Federal Business Opportunities.
