The Social Security Administration (SSA) conducted a Competitive Sourcing Study under OMB Circular A-76 to evaluate the cost-effectiveness of providing special messenger services, including receiving, logging, and delivering mail to various locations at its Baltimore, Maryland facility. The study began on July 24, 2006, and involved one full-time government employee currently performing the service. Following the review, the performance decision was certified on August 14, 2006, determining that the agency itself is the low-cost provider for this service. Consequently, no solicitation will be issued, and a Letter of Obligation will be awarded directly between the SSA and the agency provider. The contract is administered through SSA’s Office of Acquisition and Grants, with Jacqueline R. Lessig serving as the Contracting Officer and Calvin Porter designated as the Administrative Technical Officer. The study, overseen by Commissioner Jo Anne B. Barnhart, aims to maintain internal government performance of the service to optimize costs. Questions related to this matter must be directed exclusively via email to the Contracting Officer, with no phone inquiries accepted. The contract is referenced under the solicitation number "Reference-Number-SSA-A76-SpecialMessangerService" and falls under NAICS code 492210, which covers courier and messenger services.
