The U.S. Maritime Administration (MARAD) conducted a streamlined competition under the guidelines of OMB Circular A-76 (Revised May 29, 2003) to evaluate administrative support functions, along with select human resources and supply support activities for management and program offices at MARAD Headquarters in Washington, DC. This competition, announced on February 14, 2005, aimed to determine whether these functions could be performed more efficiently by an external contractor or retained in-house. After thorough review and certification on June 29, 2005, the decision was made to retain these functions internally, carried out by the Government’s Most Efficient Organization (MEO). Following this conclusion, the Contracting Officer will formalize the arrangement through a Letter of Obligation (LOO) with the senior manager tasked with these responsibilities. Importantly, in line with the revised OMB Circular A-76 guidelines, the results of this streamlined competition are final and cannot be contested by any party. Documentation related to the competition’s conclusion, including the Streamlined Competition Form (SCLF), is available to the public upon written request to the Contracting Officer. The contract is referenced as DOT-SNOTE-050629-001 and pertains to administrative and support services at MARAD’s main office located in Washington, DC.

The competition studied administrative support functions, as well as certain aspects of human resources support and supply functions in support of specific management and program offices located at MARAD Headquarters in the Nassif Building, 400 7th Street, SW, Washington DC 20590. This study was announced on February 14, 2005, under DOT-SNOTE-050214-001. Based on this decision, the Contracting Officer will execute a Letter of Obligation (LOO) with the senior manager responsible for performance of the function. In accordance with revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
