The Bureau of Land Management’s Idaho State Office is seeking qualified sources to provide digital inventory services for approximately 12 million acres of BLM-managed land in Idaho containing an estimated 14,000 to 15,000 abandoned mine land features. This sources-sought notice, identified as DOILFBO260022 and categorized under NAICS code 541690, is not a solicitation for bids but a request for capability statements to aid in determining the appropriate set-aside for a forthcoming contract. Respondents must be registered in the System for Award Management and must submit a capability statement or similar documentation by June 23, 2026, to Charles_dodson@ios.doi.gov, including their CAGE code or UEI number and small business or socioeconomic status. Pricing information is explicitly prohibited. The project will require advanced geospatial technologies such as LiDAR, multispectral and hyperspectral data, and machine-learning-enabled feature extraction to digitally identify, spatially document, validate, and risk-rank abandoned mine features including shafts, adits, waste rock dumps, mill tailings, and prospect pits. All data generated, including field notes and derivative products, will be the exclusive property of the BLM and may not be externally distributed without written authorization. The successful contractor will be required to conduct a kickoff meeting within 30 days of award and submit a comprehensive project work plan and schedule within 45 days. Ongoing responsibilities include monthly progress meetings, performance reports, and data submissions through a shared digital platform to be established for efficient collaboration with the BLM. Final deliverables will consist of a geodatabase with all required attributes populated and sortable by risk categories, along with a metadata package compliant with DOI standards. The contractor must adhere to BLM and AMSCM data schema requirements, apply risk matrices to all features, and ensure all fieldwork complies with safety protocols to mitigate risks to public lands. Acceptance of all deliverables is contingent on accuracy, conformity, and timeliness and must be formally approved in writing by the Contracting Officer’s Representative, who will provide feedback within five working days. Any inaccurate, corrupted, or lost data must be re-performed at the contractor’s expense. The anticipated contract performance period extends through April 3, 2028, with all work to be conducted on BLM-managed land within Idaho.
