BPA Setup - Auburn Project Lands Shaded Fuel Break

This contract establishes a five-year Blanket Purchase Agreement (BPA) from July 1, 2026, through June 30, 2031, to provide shaded fuel break construction and vegetation management services on the Bureau of Reclamation’s Auburn Project Lands in Placer and El Dorado Counties, California. The BPA supports wildfire risk reduction through as-needed Call Orders, with a total estimated value not to exceed $2,900,000. The scope includes constructing up to 554 acres of new shaded fuel breaks and maintaining an existing 1,224-acre network, all located within the Wildland-Urban Interface. Work is performed using hand crews with handheld equipment, large mechanical equipment like masticators and skid steers, and herbicide treatments, with specific restrictions such as prohibiting mastication on slopes exceeding 35 percent. Each task corresponds to a Contract Line Item Number (CLIN) in the BPA Price Schedule, and reimbursement is made on a per-acre basis based on negotiated unit prices approved prior to work commencement. All activities must adhere to the Fuels Reduction Prescription in Appendix A, Best Management Practices in Appendix B, and Nesting Bird Avoidance Measures in Appendix C, with comprehensive Work Plans developed for 90-day periods and approved in writing by the Contracting Officer’s Representative (COR) no less than every 60 days. All work must be conducted during business hours Monday through Friday, with no operations permitted on weekends or federal holidays. Contractors are required to submit monthly invoices via SAM.gov, detailing treatment types, acres treated, dates, and dollar value, along with monthly progress reports and geospatial data—including ESRI-compatible shapefiles, PDFs, or Word documents—by close of business five days after each month end. Photo documentation for five to ten acre areas must also be submitted as .jpeg files alongside map locations. Environmental compliance is strictly enforced, requiring a qualified biologist to survey for nesting activity between March 1 and August 31, with immediate work cessation if previously unknown sensitive biological or cultural resources are discovered. Safety and environmental protocols must comply with federal, state, and local regulations, including signage for public hazards and prohibition of off-road traffic outside designated areas. The solicitation is a Total Small Business Set-Aside under FAR 19.5, requiring offerors to qualify as small businesses and potentially provide certifications related to wildfire mitigation.
