The National Cancer Institute's Epidemiology and Genetics Research Program seeks to award a contract to support the Breast and Colon Cancer Family Registry Informatics Support Center (BC-CFR ISC) by transitioning its central database to a new system provider. The contractor must ensure a smooth, uninterrupted transition with minimal disruption to participating sites and local informatics teams, while complying with the National Cancer Institute Center for BioInformatics (NCICB) standards. Responsibilities include redesigning and enhancing the central database architecture, seamless data transfer, integration of metadata standards, management of core and ancillary data with quality control, ongoing database development, and maintenance of biospecimen tracking and virtual tissue repository systems. Additional support involves training, statistical and study design assistance, software tool development, production of technical reports, and coordination with the BC-CFR Communication, Coordination and Administration Unit overseen by NCI. The contract will be awarded through an open competition, replacing a previous cooperative agreement held by the University of California at Irvine. The award will likely be a single-term contract with a base year plus three option years, totaling four years. Offerors are required to respond comprehensively to all minimum operating requirements outlined in the Request for Proposal, demonstrating relevant expertise in multidisciplinary areas such as bioinformatics, genetics epidemiology, cancer research, and epidemiologic study design. The electronic RFP will be released on or about June 29, 2004, with proposals due by August 10, 2004. Potential contractors must monitor the designated NCI Research Contract Branch website to download the solicitation and submit inquiries electronically to the contracting officer.
