R--Combat Modeling and Simulation Tools

The Department of Energy, through the NNSA Non-Mo Cntrctng Operations Division, has issued a sole source justification for a follow-on Firm Fixed Price Task Order awarded to RhinoCorps under the GSA MAS Program. This contract, identified by solicitation number 89233126FNA400784, provides the proprietary Simajin Suite of modeling and simulation tools to support physical protection system evaluations for the Office of Defense Nuclear Security across the Nuclear Security Enterprise. The agreement is estimated at 11,987,559.28 dollars for a five-year performance period running from October 1, 2026, to September 30, 2031. The scope of work encompasses all necessary licenses, on-site software maintenance, training, and on-site support. Additionally, the contractor is responsible for the creation and maintenance of site models involving facility, defense, and attack scenarios, as well as the execution of studies and neutralization analysis and other upgrades as directed by DNS. RhinoCorps was selected as the sole provider because the proprietary nature of the software is essential to meeting mission requirements without incurring unacceptable delays or duplication of costs.
