The Department of Homeland Security’s Federal Emergency Management Agency is soliciting proposals for a contract to provide comprehensive logistics services involving the receipt, storage, transportation, and destruction of essential life-sustaining commodities such as packaged ice, bottled water, and packaged meals. These services support FEMA’s nationwide disaster response efforts by maintaining an inventory of approximately 3,550 truckloads (71,000 pallets) distributed across about 24 strategically located storage facilities to enable quick and efficient deployment during emergencies. Each facility holds varying quantities of inventory, ranging from 20 to 148 truckloads, and transportation requirements may demand substantial resources with rapid turnaround over extended periods, including the use of mobile refrigerated units when needed. The contract will be structured as a hybrid Time and Materials and Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) award, emphasizing technical merit over price in determining the best value for the government. It will include a one-year base period with up to four one-year options and is expected to be awarded around July 1, 2006. Bidders must utilize real-time electronic inventory management and in-transit visibility systems to track commodities. The Request for Proposal will be available exclusively through the FedBizOpps website, with submissions required approximately 30 days after release. The contract falls under NAICS code 493120, with a size standard of $21.5 million. Interested offerors must monitor the FedBizOpps website for release and any amendments or request the solicitation in writing if internet access is unavailable.
