Internationally Trained Physicians Evaluation Tool
Solicitation # JK27-105
The State of Utah Department of Commerce is seeking a professional services provider to design and implement a comprehensive assessment toolkit for the Internationally Trained Physicians Evaluation Tool. This three-year project aims to transition the Limited Supervised Training Permit Pathway into testing and implementation phases to evaluate the clinical competency of foreign-trained physicians according to U.S. medical standards. Key deliverables include identifying prospective employers by February 1, 2027, placing at least 10 candidates with participating employers, and providing 36 months of post-implementation support. The project follows a strict timeline with a kickoff on November 2, 2026, and a final closeout report due November 2, 2029. The procurement process is conducted under Utah Procurement Code 63G-a Part 15, utilizing a ranking system where the highest-ranked vendor will negotiate a contract based on fair and reasonable compensation. Vendors must meet all non-negotiable mandatory minimums to avoid disqualification and are prohibited from including pricing in their initial qualifications submission. Selected contractors must adhere to the State of Utah Agency Standard Terms and Conditions, maintain specific insurance coverages including Commercial General Liability of $1 million per occurrence, and comply with E-Verify and federal non-discrimination laws. Payment is processed within 30 days of receiving a correct invoice, with the state entity holding a 30-day window for inspection and acceptance of deliverables.
