The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) plans to award a short-term, sole source contract to General Dynamics Information Technology (GDIT), Inc. to provide engineering and technical services related to Periscope, Photonic, and Electro-Optics systems under the Submarine Safety (SUBSAFE) and Non-SUBSAFE programs. This contract is intended to ensure continuity of work currently performed by GDIT under a Seaport Task Order as the transition to a new competitive contract vehicle is delayed. GDIT is identified as the only capable source able to immediately continue the work without causing disruptions or severe impacts to ongoing projects and submarine fleet operations. Although the Government will solicit proposals under the authority of 10 U.S.C. 2304(c)(1), this notice serves as an advance indication of intent rather than a request for competitive bids. Interested parties may submit capabilities statements or expressions of interest, which will be considered in determining whether a competitive procurement is necessary. The contract is associated with NAICS code 541330 and the solicitation is unrestricted, with further information expected upon the release of solicitation number N6660413Q0599 around December 21, 2012. All acquisition updates will be posted on Federal Business Opportunities and Navy Electronic Commerce Online, and interested vendors must monitor these sites for amendments. The office responsible for this acquisition is located in Newport, Rhode Island, with contact information provided for inquiries.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with General Dynamics Information Technology (GDIT), Inc to provide engineering and technical services to NUWCDIVNPT Code 34 Periscope, Photonic, and Electro-Optics in the areas of Submarine Safety (SUBSAFE) and Non-SUBSAFE systems and programs. GDIT is currently performing this work under Seaport Task Order, however, the new competitive contract vehicle may not be awarded in time to facilitate a seamless transition under a renewed period of performance. In order to preclude any work stoppages and severe impacts to the work performed, a short term, sole source contract to GDIT is required for a continuation of work to proceed as needed until the before mentioned follow on contract can be awarded. GDIT is the only known source that can perform this work immediately without severe impacts to ongoing work and the Fleet. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q0599, which is expected to be on or about 21 Dec 2012. NAICS code is 541330, size statndard is $35.5MIL, solicitation is unrestricted. For information on this acquisition contact Michael H. Broomfield at +1 (555) 000-0000 or e-mail at contact@example.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Please reference the above solicitation number when responding to this notice.
