R--FACE Prekindergarten and Adult Education Services

The Bureau of Indian Education is seeking a contractor to provide comprehensive technical assistance and programmatic support for the Family and Child Education (FACE) Program, specifically focusing on Prekindergarten and Adult Education services. This unrestricted, firm-fixed-price contract is designed to promote school readiness, lifelong learning, and family engagement across approximately 55 sites in 14 states. The period of performance consists of a base year starting March 1, 2026, with four subsequent option years ending February 28, 2031. Key objectives include the implementation of a professional development system featuring annual meetings, regional training, and virtual office hours, as well as conducting annual on-site technical assistance visits or desk audits for each site. The contractor will be responsible for maintaining a FACE Support Log, developing resources for the FACE Portal and SharePoint, and collaborating on data collection and reporting via Power BI and the BIE's unified Educational Support Services platform. All activities must comply with federal cybersecurity and privacy standards, including FedRAMP, FISMA, FERPA, and Section 508. Qualified vendors must possess at least seven years of experience with Bureau-funded schools and Tribal education systems, and key personnel should hold a master's degree, preferably a Doctorate in Education. Performance will be evaluated by the Contracting Officer Representative based on deliverables, attendance records, and participant evaluations. Travel reimbursements are processed through the IPP based on actual costs incurred, without the addition of profit or general and administrative costs.
