The National Library of Medicine (NLM) intends to negotiate a sole-source contract with Steven J. Berkowitz for expert accounting services supporting federal accounting business functions, anticipated to cover a base year plus one option year. This procurement focuses on providing specialized expertise related to NIH’s complex financial reporting requirements, including SF133, FACTS I and II, Balance Sheet, and other federal financial statements, as well as cash management and internal controls via Oracle Federal Financial Applications. Due to the critical timing of the NIH Business System project and the scheduled release of new modules in early 2007, immediate expert support is essential, and a learning curve of one to three months is not acceptable to avoid detrimental delays. Mr. Berkowitz brings 23 years of experience with NIH and 5 years as an auditor with the U.S. Government Accountability Office, possessing deep knowledge of federal accounting standards, NIH financial management policies, Congressional budget justifications, and fund management, including no-year funds and carry-forward balances. His involvement in the rollout of the enterprise system’s general ledger module ensures Standard General Ledger compliance. The contractor will fully participate in assigned projects, providing expertise in funding trend analysis, data conversion documentation, and accounting problem resolution. Although this notice is not a request for competitive proposals, all responsible sources may submit quotations by the announcement closing date for consideration, with the government reserving discretion on whether to proceed with competitive acquisition.
