R--FRST - OPERATIONAL AND SECURITY UPGRADES

The National Park Service, Region 2, intends to award a firm fixed-price contract for operational and security upgrades at First State National Historical Park in Wilmington, Delaware. The project involves a comprehensive network infrastructure installation within a 3,000 square foot office building, including the installation of new network switches, structured cabling, and 47 total data drops distributed across the main building and two outbuildings. The scope of work also encompasses the installation of underground conduit, a security camera system, and a security door. All hardware and installations must comply with Department of the Interior standards, NEC, TIA/EIA-568, and federal regulations including NDAA Section 889 and the Trade Agreements Act. This requirement is being processed as a sole-source procurement under FAR Part 6.302-1, with the government intending to award the contract to Colossal Contracting LLC. The decision to utilize this specific contractor is based on their existing knowledge of the park's current systems, which is essential for ensuring seamless integration, maintaining compatibility with law enforcement systems, and adhering to county regulations. By selecting the original system provider, the government aims to reduce overall project costs and avoid the unnecessary manpower required to redo previously completed work.
