The Centers for Medicare and Medicaid Services (CMS) plans to award a sole source contract to the American Medical Association (AMA) for conducting the Physician Practice Information Survey over a nine-month period, with a total contract value not to exceed $600,000. This survey, carried out under the AMA's partnership with the Gallup Organization, aims to collect data from approximately 55 medical specialties, including physician and non-physician practitioners, with around 100 usable responses required per specialty. The survey focuses on gathering detailed information related to practice expenses and will involve consultation with The Lewin Group regarding non-physician practitioners. The AMA will provide CMS with practice expense per hour calculations for each specialty, supporting CMS’s financial oversight and policy-making efforts. This notice serves as a market research tool to confirm the sole source nature of the contract and is not a solicitation for competitive proposals. Interested parties may submit written statements of capability but will not receive a solicitation in response. The Government’s decision on whether to proceed without competition will be based on information voluntarily provided, with no compensation for submissions. Responses are due by July 23, 2007, and should be submitted to CMS via mail or email, with all information becoming Government property. The contract action is authorized under FAR 6.302, allowing negotiation with a single source due to the unique qualifications of AMA in this area.

Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.
