The Department of Labor initiated a Streamlined Non-MEO A-76 competitive sourcing study on April 21, 2004, to determine whether the Invoice Payment function should remain an in-house government operation or be transitioned to a commercial provider. This cost comparison study focuses on 11 full-time equivalent positions distributed across several geographical locations, including Washington, D.C., Atlanta, Boston, Chicago, Dallas, New York, Philadelphia, and San Francisco. The primary objective is to achieve economy and enhance productivity by comparing government as-is estimates against industry market pricing. Interested industry parties were requested to submit fully burdened price quotes based on 2080 labor hours per position, including all fringe benefits and supporting data, by May 17, 2004. This streamlined process does not include a formal Request for Proposal; instead, the government uses these market quotes to decide if a formal RFP is warranted. A final decision on whether to retain the function in-house or pursue a commercial contract was expected by July 10, 2004.
