The Department of the Navy, Space and Naval Warfare Systems Center in San Diego intends to award a sole source, cost plus fixed fee contract to Technology Unlimited Group for the engineering, software development, maintenance, and integration of Common Data Link systems. This effort specifically covers the Communications Data Link System, Common High Bandwidth Data Link, and Video Interface Group software, as well as the Command and Control Processor. These systems are critical for national security and provide direct support to warfighters in the Global War on Terrorism, Operation Iraqi Freedom, and Operation Enduring Freedom. The government has determined that Technology Unlimited Group is the only responsible source capable of fulfilling these requirements due to the use of proprietary middleware software. Utilizing another vendor would lead to unacceptable duplications in cost and time for software replacement and security reviews. The contract has an estimated value of 8.5 million dollars with an anticipated period of performance of approximately five years. This action is conducted under NAICS code 541330 and is authorized under 10 U.S.C. 2304 (c)(1) and FAR 6.302-1.

A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. No hard copy RFP will be prepared or made available for distribution.
