This system must include a 7 MV photon beam, a 160-leaf multileaf collimator, an onboard 1.5T or higher MRI scanner with specialized imaging protocols for radiotherapy, diffusion weighted imaging capability, motion-adaptive treatment functionality, a low-attenuation MR receive coil, a dedicated MRI console, an indexable patient positioning system, and comprehensive quality assurance software. The requirement stems from the necessity of a single integrated platform that eliminates geometric uncertainties by combining imaging and treatment in one coordinate system, which no other commercially available system currently satisfies. Sole-source justification is supported by statutory authority under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, as Elekta is the only entity capable of delivering a system meeting all minimum technical specifications with full OEM installation, commissioning, training, and warranty support. Responses to this notice are not mandatory but are invited from any responsible source that believes it can meet the Government’s unique requirements. Interested parties must submit a capability statement no later than July 30, 2026, at 11:00 AM Eastern Time, limited to ten pages and including company details, UEI number, point of contact, a technical description of the proposed system, evidence of compliance with all specified characteristics, proof of OEM authorization, and relevant past performance.
