AI Contract Overview
The Department of Energy intends to award a sole source contract to the Atlantic Council of the United States to support the planning and execution of the 7th Partnership for Transatlantic Energy Cooperation Ministerial and Business Forum, leveraging its unique expertise and established relationships within the transatlantic energy community. The Atlantic Council’s Global Energy Center, recognized for its track record in convening government, industry, and civil society stakeholders to develop actionable energy policy frameworks, is the only entity deemed capable of fulfilling the specific requirements of this event. The scope of work includes coordinating with DOE officials, developing forum content and panel questions, recruiting high-level speakers and participants, and managing a dedicated registration platform, all critical to achieving the event’s strategic objectives of advancing European and transatlantic energy security. This sole source determination is justified under the Revolutionary Federal Acquisition Regulation Part 6.103-1, which permits non-competitive awards when only one responsible source can meet the agency’s needs. The contract will be executed under a purchase order issued to the Atlantic Council at its Washington, D.C. headquarters, with activities performed virtually, at DOE facilities in Washington, D.C., and in Warsaw, Poland. This notice of intent is not a solicitation and no competitive bids are being sought; however, interested parties may voluntarily submit capability statements through the FedConnect vendor portal or via email to Contracting Officer Ellen Baptist before the July 20, 2026 deadline. Submissions must reference the solicitation number 89303026NIA000022, and the government retains full discretion over whether to proceed with a competitive or sole source award based on any responses received. No financial responsibility is assumed for submission costs, and all inquiries must be submitted in writing—telephone questions are not accepted. The action falls under NAICS code 541690 and is managed by the DOE’s Headquarters Procurement Service.
