The Department of Energy's Office of Nuclear Energy, specifically within the Office of Fuel Cycle Technologies, plans to increase the ceiling for an existing task order with TechSource, Inc. This increase pertains to the provision of technical engineering services. The agency is invoking a sole source justification under FAR 6.302-1, citing that TechSource, Inc. is the only responsible source capable of meeting the agency's needs. As such, this action is a notice of intent and not a solicitation for competitive proposals, and no formal solicitation is issued. However, the DOE is allowing an opportunity for other firms to present their capability and pricing information if they believe the sole source approach is not appropriate. Such submissions must be received by 10:00 am EST on April 3, 2014. The Government retains discretion to decide whether to open this requirement to competition based on the responses it receives. The information provided by interested firms will solely inform the Government's determination regarding competitive procurement for this contract action.
