The US Fish and Wildlife Service's National Conservation Training Center is planning to acquire access to a proprietary, web-based searchable database containing unique scientific literature from The American Fisheries Society. This contract is intended to be awarded through a sole-source procurement process under FAR 6.302, meaning the government plans to solicit and negotiate exclusively with this single provider. Although the notice indicates that this is not a solicitation for competitive proposals, interested parties are invited to express their interest and capability or submit proposals within a specified timeframe—45 days from the publication date, or 30 days if the award is under an existing basic ordering agreement. The government retains full discretion to decide whether to pursue a competitive procurement based on any responses received. This pre-solicitation notice, posted by the Department of the Interior’s Fish and Wildlife Service Headquarters office in Falls Church, Virginia, serves to inform potential sources about the intended sole-source procurement. While no set-aside or NAICS code information is provided, the notice emphasizes that any information gathered will be primarily used to determine if a competitive process should be initiated. The contract number associated with this action is 973107Q011, and it involves acquiring specialized services to support the government’s access to important scientific research materials.
