The General Services Administration (GSA) Southern Service Center plans to award a sole source contract to Portland Downtown Services, Inc. (PDS) for security services. This procurement is conducted under the Federal Acquisition Regulations, specifically FAR Section 6.302-1, and aligns with the Public Buildings Cooperative Use Act of 1976 through the Good Neighbor Program. PDS currently provides security services to areas under the City of Portland's control through a district-wide management agreement, uniquely positioning it to offer coordinated security services that align with the existing standards and operations in the downtown district. The contract aims to ensure a safe and healthy working environment for federal employees by maintaining closely integrated and responsive security measures. The decision to sole source the contract to PDS is based on their exclusive capability to provide cohesive security services that complement those delivered to other property owners within the district, which is critical for effective security coordination and control. The contract is administered by the GSA office located in Tacoma, Washington, and key points of contact include Contract Specialist Amy Wong and Contracting Officer Jeff Scheer, who can provide further information regarding the acquisition. This approach underscores GSA’s commitment to leveraging established, localized security expertise to meet federal workplace safety requirements efficiently.

General Services Administration (GSA), Southern Service Center (10PZ2), intends to issue a (*SOLE SOURCE*) contract for security services to Portland Downtown Services, Inc. (PDS). This contract is being procured as a sole source acquisition under Federal Acquisition Regulations (FAR) Section 6.302-1 and the Public Buildings Cooperative Use Act of 1976 (Good Neighbor Program). PDS provides the security services under the Agreement for Downtown Clean and Safe District Management Services on public property under the control of the City of Portland. GSA's minimum requirement is to provide maximum assurance of a safe and healthy workplace for Federal employees. Because PDS is under contract with the City of Portland to perform security services for property under the control of the city under uniform District-wide security standards, PDS has the unique capability to provide security services to GSA which are coordinated and integrated with the security services provided to other property owners in the District. Due to the critical importance of coordination and control in implementing effective and responsive security measures, GSA's needs most effectively can be satisfied (*ONLY*) by contracting with the Portland Downtown Services, Inc. for the required services. For additional information contact the Contract Specialist, Amy Wong, at (503) 326-4078.
