The Office of Management and Budget (OMB) is conducting a streamlined public-private competition to evaluate whether administrative support services are more cost-effective when performed by the government's Most Efficient Organization (MEO) or by private sector providers. This competition, carried out under OMB Circular A-76, involves assessing functions related to Budget Execution Support Services and Administrative Support, currently performed by 19 full-time employees at GS-8 to GS-10 grade levels within the 303 job series. Market research to determine private sector costs is being conducted by Anthony J. McIntosh of the U.S. Department of State on behalf of OMB. The competition will inform a performance decision, which will be announced within 135 days of this announcement and represents the sole notice prior to the decision. The contract notice clarifies that it is not a solicitation and does not obligate the government to request offers or award a contract. OMB will only convert these services to private sector performance if an acceptable offer is received that results in a cost reduction of at least 10 percent compared to the personnel-related costs of OMB’s MEO. The Competitive Sourcing Official overseeing this process is Robert A. Burton, and the Agency Tender Official is Jim Jukes. For inquiries, interested parties can contact Anthony J. McIntosh. The solicitation is identified as OMB-000001 and falls under NAICS code 561110 for Administrative Support Services.
