NASA's Kennedy Space Center intends to extend the Payload Ground Operations Contract (PGOC) with Boeing on a sole source basis under FAR 6.302-1. This contract extension will cover a base period of one month plus four one-month options, providing continuity while transitioning to the follow-on Checkout Assembly and Payload Processing Services (CAPPS) and Expendable Launch Vehicle Integrated Services (ELVIS) contracts, anticipated to be awarded in July 2002. The PGOC supports a broad range of technical and management services related to payload processing, including planning, receipt, integration, launch, and post-flight activities for International Space Station (ISS), Shuttle, and NASA Expendable Launch Vehicle (ELV) payloads. The scope of work encompasses multiple critical elements: host support for payload processing facilities, Shuttle and ISS payload processing and integration, logistics management, payload transport and launch/landing support, de-integration, operations and maintenance of ground and checkout systems, IT support, safety and mission assurance, personnel training, and manifest management. Boeing is uniquely qualified for this extension due to its specialized knowledge, technical data, and experienced personnel necessary for executing the contract. While this is not a formal solicitation, NASA invites interested organizations to submit their capabilities by May 10, 2002, to determine if the procurement will be conducted competitively, with the government retaining sole discretion on this decision.

The PGOC is the majority of effort that will be consolidated and recompeted on the follow-on Checkout Assembly and Payload Processing Services (CAPPS) and Expendable Launch Vehicle Integrated Services (ELVIS)contract(s) expected to be awarded in July 2002. The extended period of performance will be for a base period of one-month with four one-month options to allow for an orderly award and tansition. The contract consists of non-personal technical and management services in support of payload processing requirements for International Space Station (ISS), non-ISS Shuttle payloads, and NASA Expendable Launch Vehicle (ELV) payloads, from planning through payload receipt, processing, vehicle integration, launch and post flight (landing) activities. The major elements of the Statement of Work are: ISS, Shuttle and most NASA ELV Payloads Host support (providing institutional and technical services, and ensuring facilities are ready and able to support payload processing); Non-ISS Shuttle payload processing (includes operations, maintenance and integration of payload carriers); ISS element processing (includes integrated testing, logistics module return/resupply and utilization experiment activities); Logistics (for ISS, payload customers, ground systems and facilities); Payload integration with Shuttle vehicle; Payload transport services; Launch and landing support; De-integration activities; Operations and Maintenance (O&M) of ground systems (checkout systems, handling, test equipment and facility systems); ELV Program Office support; Information Technology (IT) support (workstations and payload data management systems); Program support; Personnel training and certification; Safety and Mission Assurance (S&MA); and Manifest support. As such, Boeing is the only source that has the unique knowledge base, internal technical data and experienced personnel to successfully perform this extended contract effort. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern time on May 10, 2002. Such capabilities and qualifications will be evaluated solely for the purpose of determination whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is soley within the discretion of the Government. An Ombudsman has been appointed, See NASA Specific Note "B".

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under the Space Technology Development Program (STDP) to develop and advance one to three priority technologies intended to reduce technical uncertainties for future Canadian space missions. This fixed-price procurement focuses on increasing Technology Readiness Levels (TRL) in accordance with CSA-ST-GDL-0001 Revision A guidelines. The identified priority technologies include a lightweight athermal reflecting telescope for CubeSats, readout electronics for large mosaic focal plane arrays, and technologies for the Ground Snow Mass Mission, with maximum funding per contract ranging from 1 million to 2 million Canadian dollars. The project is expected to span 16 months, structured around five key milestones: a kick-off meeting, preliminary design review, detailed design review and work authorization meeting, test readiness review, and a final review meeting. Selection is based on the highest combined rating of technical merit (60%) and price (40%), with additional points available for Indigenous considerations. The contract requires strict adherence to security protocols, including Protected B and Reliability Status, and mandates the use of the Information Sharing with External Partners portal for sensitive data transfers. Performance is subject to rigorous inspection and acceptance processes for both hardware and software, including a 90-day warranty period for custom software.

Expression of interest: Small-satellite missions sandpit
Solicitation # 206083
UK Research and Innovation is seeking expressions of interest for a small-satellite missions sandpit designed to bring together approximately 30 researchers and innovators from diverse disciplines. The goal is to co-develop ambitious, challenge-led small-satellite mission concepts focusing on innovative sensors, data streams, and cross-sector enabling technologies to enhance sovereign capability, address national security and societal challenges, and support economic growth. The activity consists of six sessions held between January 26 and February 11, 2027, utilizing a combination of online sessions and a two-day residential event. Total program funding is listed at 1,870,000, with the objective of developing concepts for pump-priming research grants in 2027/2028. Selection of participants is based on core assessment questions focusing on skills and potential contributions rather than track record, with additional consideration given to geographic diversity across all UK regions. Applicants must apply through an Expression of Interest stage, and invited applicants will use the Resume for Research and Innovation format. Mandatory attendance at all sessions is required, with travel and subsistence costs reimbursed and accommodation provided for overnight stays. The program is managed by the UKRI Space Programme team, with the response deadline for the solicitation set for November 25, 2026.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
