The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to acquire Operation and Maintenance services in support of the Department of the Navy (DON) Program Budget Information System (PBIS). The PBIS is the Navy's primary information system for developing and submitting the DON's long range financial plan (Program Objective Memorandum - POM) and Budget to the Office of the Secretary of Defense (OSD), and allocating the funds appropriated and monitoring their execution. PBIS provides functionality that allows users to create, modify, query, and generate reports on DON POM and Budget data. The Contractor will be required to provide Operations and Maintenance support in the form of hardware/software/system administration and maintenance, database administration, software development, user support, process improvement, PBIS data analysis and presentation and project management. A minimum Secret Clearance will be required, as will a current working knowledge of the Navy's NMCI and Security requirements.
