The United States Department of Commerce, through NOAA’s Central Region Acquisition Division, is seeking qualified vendors to perform comprehensive property appraisals on two NOAA-owned sites located in Norfolk, Virginia. This solicitation requests firm fixed price quotes for four self-contained appraisal reports: two reporting the market value of the fee simple interest in the properties—the Marine Operations Center-Atlantic at 439 West York Street and the National Geodetic Survey site at 538 Front Street—and two appraisals estimating the value of easements along these properties related to the planned Norfolk Light Rail Transit Project. The contracting process adheres to Federal Acquisition Regulations and requires vendors to be registered in the Central Contractor Registry and hold a valid Certified General Appraiser License from Virginia. Appraisals must comply with the Uniform Appraisal Standards for Federal Land Acquisition and the Uniform Standards of Professional Appraisal Practice. Vendors must demonstrate expertise through personnel qualifications, relevant training, licenses, and previous experience with similar assignments. Deliverables include four copies of each appraisal report, due within 45 calendar days from contract award, to be submitted to NOAA’s Real Property Management Division in Kansas City. The government will evaluate quotes based on personnel qualifications, license proof, past performance, and price, reserving the right to award the contract to the best overall value rather than the lowest price. Payment will be made following report acceptance and compliance with contractual requirements.
