The Department of Veterans Affairs (VA) Pittsburgh Healthcare System intends to award a sole source, firm fixed-price contract to Carnegie Mellon University for specialized research and development services supporting the VA Center of Excellence on Wheelchairs and Associated Rehabilitation Engineering (WaRE). The contract covers a base year plus two option years from October 1, 2014, through September 30, 2017, with an estimated total value of approximately $26,591. This sole source award is justified under federal acquisition regulations and statutory authority, permitting non-competitive procurement when research services must be acquired from an affiliated educational institution. Carnegie Mellon University’s unique expertise in cognitive psychology, neuroscience, and functional neuroimaging—including brain-computer interfaces and sensorimotor integration—is critical to the success of ongoing VA-funded projects in rehabilitation engineering. The contract centers on securing the services of a qualified Co-Investigator with a doctoral degree and extensive research experience in related fields, particularly Dr. Tim Verstynen, whose expertise in functional neuroimaging and cognitive neuroscience supports the VA’s research goals. This collaboration, established over a decade, ensures continuity and high-quality scientific contributions that are essential for advancing wheelchair mobility and rehabilitation technologies. Market research confirmed no other source matches Carnegie Mellon’s qualifications and long-standing working relationship. The contract maintains cost reasonableness by aligning with prior rates and internal government classifications, while also facilitating the necessary institutional approvals and data sharing protocols involved in this highly specialized research effort.
