AFDW/A7KH, Bolling AFB, DC intends to solicit and negotiate with the University of Tennessee under authority of FAR 6-302-1(a)(2)(iii) entitled "Only one responsible source and no other supplies or services will satisfy agency requirements". Authorization to do this is contained under 10 U.S.C. 2304-(c)1. The contractor shall provide the personnel, technical expertise, security, and facilities necessary to accomplish research and course development, and instruction. Course development and instruction will be developed in the areas of business and management sciences such as organizational transformation, change management, process reengineering, best practices, lean techniques and continuous process improvement. The disciplines such as industrial engineering, engineering management, financial management and operation research will be developed. This notice is neither a request for competitive proposal nor a solicitation for offers. A determination by the government to not compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government.
