Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for technical assistance in development of software to provide the Navy with an Elastic Plastic shell Analysis (ESPA) compatible Overlay code. The set-aside for small business concerns has been dissolved. The NAICS code is 541330. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures, and award a Firm Fixed Price purchase order to Weidlinger Associates, New York, NY. Weidlinger Associates developed and controls the proprietary finite element codes, Elasto-plastic shell analysis(EPSA_ an ADQUES. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 31March 2010 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
