R--SUPPORT- MANAGEMENT: LOGISTICS SUPPORT

Army Contracting Command - intends to procure Technical, Engineering, Logistics Services and Supplies (TELSS) for Corpus Christi Army Depot (CCAD) to support overhaul, repair and recapitalization of the AH-64/H-47 weapon systems. The contractor will provide technology insertion, modernization of components, obsolescence management, and test and support equipment upgrades for AH-64/H-47 weapon systems. The contractor will provide AMCOM depot maintenance engineering with technical and engineering assistance. The contractor will be responsible for the development of overhaul and workstation material kits to streamline CCAD airframes and components production to ensure availability of all airframes and component spare parts required to assure an increase in material fill rate. The contractor will develop work scope and process improvement recommendations in support of the overhaul and repair functions to increase material fill rate to 90 percent. The contractor shall assist and advise CCAD in establishing commercial best practices in the areas of production planning, production control, materials management and process engineering. The contractor will provide logistical support functions in inventory management of spare parts associated with the AH-64/H-47 components by procuring 100 percent of the parts and material required by CCAD in the overhaul. The contractor will provide full pre-induction evaluation of structurally-damaged aircraft as an integral part of the CCAD field evaluation team. The Contractor supporting elements will include engineering analysis specific to the individual aircraft configuration and logistical support to determine a comprehensive repair bill of materials. Complete and adequate data is not available to support full and open competition. This procurement is sole source to The Boeing Company, Commercial and Government Entity (CAGE) Code 8V613, 5000 E. McDowell Road, Mesa, AZ who is the Original Equipment Manufacturer (OEM). The period of performance for this effort is five program years. All responses must be received by 18 Dec 2014. The authority permitting other than full and open competition is 10 United Stated Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, entitled quote mark Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. quote mark Only Boeing possesses the required maturity in the pertinent technologies and associated disciplines to perform this integrated requirement. A fully integrated partnering effort inclusive of technical support and materiel integration function is necessary in order to accomplish this requirement. Additionally, the product support data required is not readily available to prohibitive significant delays and/or failures due to the enormous learning process involved and lack of technical support expertise available. As the current sole responsible source for product configuration management, Boeing is the only source capable of possessing the knowledge of the most recent capabilities, interface requirements with Corpus Christi Army Depot.
