The United States Army Medical Research Acquisition Activity plans to award a sole source, cost-sharing, cost-reimbursement contract to NeuroHabilitation Corporation for the FDA submission and clearance of the Portable Neuromodulation Stimulator (PoNS) version 4.0 device. This contract involves providing subject matter expertise in conducting a pivotal clinical trial and delivering applications training essential for the device’s development and regulatory approval. Specifically, the contractor will develop the clinical protocol necessary to support a de novo 510(k) marketing clearance application for the PoNS device, which is designed to assist in physical therapy by leveraging Cranial Nerve Non-invasive Neuromodulation (CN-NINM) for treating soldiers and others with balance and gait disorders. This effort aims to enhance physical rehabilitation techniques by integrating the PoNS device to help patients regain normal movement control and improve quality of life. The contract represents a continuation of ongoing collaboration to advance the device through the FDA approval process and is critical to the government’s mission, thereby justifying the sole source acquisition under FAR 6.302-1(a)(2)(ii). Although interested parties may express their capability to fulfill the requirement by a specified deadline, no competitive solicitation will be issued, and the government reserves the discretion to proceed without competition based on responses. The contract is tied to NAICS code 334510, with a size standard of 500 employees, and reflects the strategic priority of delivering innovative rehabilitation technologies to military personnel and others with relevant medical needs.
