The U.S. Army Corps of Engineers plans to award a sole source, firm fixed price contract to Universolutions, LLC for the maintenance, upgrade, and updating of the Warrant Management System (WAMAS) software. This action is based on the Federal Acquisition Regulation provision that allows for non-competitive procurement when only one responsible source can meet the agency’s requirements without incurring substantial duplication costs. Universolutions, LLC is uniquely qualified as they originally developed the WAMAS application, including system design, programming, deployment, and training. Their unparalleled knowledge of the Corps' contracting needs, personnel roles, and associated requirements positions them as the only company capable of effectively providing these specialized services. While the Corps intends to award this contract to Universolutions, other firms have five days from the announcement's publication to submit written notice demonstrating their capability to meet the requirements. Submissions must provide detailed evidence of their qualifications and ability to comply. The government will evaluate responses but retains full discretion to proceed with the sole source award if no suitable challengers emerge. The contract supports continued operation and maintenance of WAMAS and reflects the specialized nature of this work, requiring a vendor with established expertise and comprehensive understanding of the system and its users. The point of contact for this procurement is Nancy Hilleary at the U.S. Army Corps of Engineers in Alexandria, Virginia.
