R--Weir Physical Modeling

Intent to Award Sole Source--The Bureau of Reclamation (Reclamation), Denver, intends to award on a sole source basis a purchase order under simplified procedures, to Colorado State University, Civil Engineering Department, for a requirement for mobile boundary hydraulic modeling of scour hole formation and failure modes for river restoration. The objectives of this acquisition is to obtain information on the performance of three specific stream restoration structures, for the purpose of utilizing the acquired data on site specific design applications. The required physical modeling of structures will include: Replication of the 3D flow patterns around weir structures; Replication of the shape and dimensions of the scour hole downstream of the structures; Measurement of the 1D water surface profiles through the structures; and Identification of failure mechanisms. The physical modeling will form part of a larger data set which will include numerical modeling and field data collection. Reclamation has identified Colorado State University, Civil Engineering Department, as the only source that can provide the services with the required experience, expertise, and resources that will ensure achievement of the project's goals, in a cost effective and timely manner. Firms believing that they can provide similar services and equipment must provide supporting evidence to that effect in sufficient detail to demonstrate respondent's ability to meet the requirements. This notice is not a request for competitive quotes, and no solicitation is anticipated to be issued for the requirement. All responses received within 5-calendar days of the date of publication of this notice will be considered by the Government. A justification for other than full and open competition has been prepared in support of this acquisition. The determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
