The government plans to negotiate a sole source contract with Vida Health to provide digital health coaching services as part of the national Whole Health initiative, which focuses on enhancing veterans' wellness by integrating community resources and innovative care approaches. The Palo Alto VA Medical Center, selected as one of seventeen pilot sites, is seeking a digital vendor capable of delivering personalized, one-on-one coaching through multiple online modalities, including app and text platforms. The services must cover a broad range of health conditions related to wellness, such as sleep, nutrition, stress management, chronic disease management (including hypertension and diabetes), and weight loss, complementing existing peer and entry-level coaching at the site. Critical to the contract are requirements for evidence-based content, integration with wearable device data, detailed tracking and reporting of veterans’ progress, and the ability to tailor programming according to individual wellness goals and motivation levels. The contract emphasizes quality and effectiveness, requiring the contractor to have demonstrated clinical impact published in peer-reviewed journals and a Net Promoter Score over 50 from surveys representing multiple customer groups. Furthermore, the vendor must have experience handling a client base similar in size to the Palo Alto target population of at least 2,000 veterans over a year. This sole source procurement is authorized under U.S.C. 253(c)(1) and FAR 6.302-1, with the Government open to considering other vendors' interest and capabilities until August 3, 2018, although the Government retains sole discretion on whether to open competition. The contract aims to provide a high-quality, tailored digital coaching solution that effectively supports veterans’ health goals within the Whole Health framework at the Palo Alto pilot site.

Full Description

Under Statutory Authority U.S.C. 253(c)(1) the Government anticipates entering into a sole source procurement negotiations with Vida Health to provide digital health coaching services as part of the national Whole Health initiative. Whole Health aims to empower, equip, and treat veterans by expanding their care team to include the community, teaching self-care and other skills that are the building blocks of wellness, and incorporating new practitioners and new modalities in care delivery. Whole Health has chosen VAMC in Palo Alto as one of seventeen pilot sites. As a pilot site, Palo Alto has an obligation to augment and emphasize the role of both trained and peer health coaches. As such, Palo Alto seeks a vendor to provide trained, expert coaching services across a range of conditions to complement its existing peer and entry-level coaches. In order to reach as many veterans as possible, and to facilitate their engagement with coaches, Palo Alto seeks a digital vendor that is, one that delivers coaching through an online platform with multiple modalities, such as app and text. Given the breadth of the Whole Health mandate, Palo Alto seeks a vendor that is able to address a range of conditions that affect wellness: sleep, nutrition, stress management, and chronic disease management, to name a few. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability by responding to this requirement by August 3, 2018, 2:00PM Pacific Time. This notice of intent is not a request for competitive proposals. However, all interest received on or before August 3, 2018, 2:00PM Pacific Time will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
