The contract N66001-18-R-0189 is a sole source award intended for Microsoft Corporation to provide Microsoft Enterprise Services (MES) to the Space and Naval Warfare Systems Center Pacific (SSC Pacific). This contract is being awarded without full and open competition under the authority that only Microsoft can fulfill the agency's requirements due to exclusive access to proprietary Microsoft source code, tools, and expertise necessary for supporting and maintaining Department of Defense (DoD) systems. These systems rely heavily on Microsoft software, including operating systems and Office applications, which are integral to both tactical and non-tactical DoD environments. The services under this contract include access to Microsoft technology experts for complex lifecycle support, software development, and deployment, as well as support across continental U.S. (CONUS), outside the continental U.S. (OCONUS), Hardship Duty Zones, and Hostile Zones. The contract may also include security requirements up to Top Secret and Sensitive Compartmented Information (SCI) levels. The contract is structured as an indefinite delivery/indefinite quantity (IDIQ) award with a one-year base period and four one-year option periods, with an estimated total value of $1.76 billion. Task orders will be issued as needed, and the contract falls under NAICS Code 541511 with a small business size standard of $25.5 million. The anticipated award date was August 2018. Questions and responses related to the sole source notice can be submitted through the SSC Pacific’s designated e-commerce portal. The award ensures that DoD systems maintain operational readiness and comply with information assurance requirements by leveraging direct Microsoft support, which is critical given the proprietary nature of the software and source code involved.
