AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 23, intends to award a sole source contract to Commission On Collegiate Nursing EDU for a CCNA accreditation site visit at the Fort Meade VA Healthcare System, under the authority of FAR 6.103-1 and FAR 12.102(a), which justify the absence of competition due to the unique and exclusive capability of this single source to fulfill the requirement. This action is not a solicitation for competitive bids but a notice of intent, requiring interested parties to submit a capabilities statement by May 8, 2026, at 16:00 Mountain Time, demonstrating clear and unambiguous evidence of their ability to perform the service; only written submissions will be considered, and verbal responses or phone calls are prohibited. The procurement is designated as a Total Small Business Set-Aside under NAICS code 813920, indicating it is restricted to small businesses, although no specific socioeconomic certifications or UEI/CAGE codes for the offeror have been provided in the documentation. The contract value, period of performance, FOB terms, and detailed place of performance are unspecified, as this is a pre-award notice and no pricing, CLINs, or delivery schedules have been established. The Government retains sole discretion over whether to proceed with the sole source award, and if no viable responses are received, negotiations will be conducted exclusively with the named organization. All evaluation is based solely on the sufficiency of the capabilities statement, with no formal trade-off or lowest price technically acceptable analysis applicable. The point of contact for submissions is Contract Specialist Scott Jensen at Scott.Jensen3@va.gov, and responses must be sent to the office in Saint Paul, Minnesota. No packaging, marking, preservation, or technical specifications are required as this is a service-based acquisition involving an accreditation site visit, and no formal attachments, clauses, or inspection criteria beyond capability verification are detailed in the notice.
