R420--AWARD NOTICE HEYEX SPECIAL SOFTWARE UPGRADE

The Department of Veterans Affairs Network Contracting Office 22 awarded contract 36C26226P0719 to L1 Enterprises Incorporated, a Service-Disabled Veteran-Owned Small Business, for a total amount of $25,796.53. This sole-source acquisition, conducted under FAR 13.106-1 and VAAR 819.7008, provides a special software upgrade from HEYEX 1 to HEYEX 2 for the VA Albuquerque Healthcare System. The upgrade is critical to address end-of-life software vulnerabilities and ensure continued compatibility with the proprietary Spectralis OCT imaging platform while maintaining VA cybersecurity standards. The scope of work includes the delivery of HEYEX 2 Extended Image Management Backend software, data migration services, project management, a USB software protector, and on-site go-live support. Additionally, the procurement includes two HP Z2G9 Tower computers. L1 Enterprises was selected as the sole source because it is the only authorized distributor of Heidelberg Engineering products in the United States, and the HEYEX 2 software is proprietary and exclusively compatible with the existing Spectralis OCT hardware. Performance is centered in Gilbert, Arizona, with final inspection and acceptance conducted by the government at the VA Albuquerque Healthcare System.
