R425 - Aviation Warfare Analytical Operational Test and Evaluation Support Services

The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to award a single, firm-fixed-price, indefinite-delivery, indefinite-quantity contract for test and evaluation services supporting the Operational Test and Evaluation Force, Division 50, Aviation Warfare. The contract will cover a five-year base period starting around May 16, 2026, through May 15, 2031, with an option to extend for an additional six months until November 15, 2031. This procurement will be conducted as a competitive service-disabled veteran-owned small business set-aside, following feedback obtained through a prior request for information. The contractor will provide a range of technical and analytical support services including documentation review, test planning, operational test design, analysis and reporting, test operations, modeling and simulation, and program management support for Navy and Marine Corps aviation acquisition programs. These programs encompass various aviation warfare systems such as strike and fighter weapons, electronic warfare, antisubmarine warfare, maintenance, and training. The primary place of performance is Norfolk, Virginia, with potential work required at other locations domestically and internationally. Proposals will be accepted from responsible sources that certify compliance with federal contracting eligibility requirements, and the anticipated award date is on or before May 16, 2026.
