Full Description

The War Related Illness and Injury Study Center (hereafter - DC WRIISC) in Washington, DC, is a national post-deployment health resource for the Veterans Health Administration (VHA). The WRIISC develops and provides post-deployment health expertise to Veterans and their health care providers through clinical programs, education and risk communication, and research. The evolving nature of warfare and conflict in the 21st Century necessitates a proactive approach by the VA to respond to emerging threats to the health of military personnel. The DC WRIISC has been asked to start a new Center, the Complex Exposure Threats Center (CETC), to assist the VA's rapid delivery of healthcare and benefits to Veterans. The CETC will help the VA take the lead on working with DoD and other partners to seek information related to toxic exposures, leveraging established knowledge on environmental toxins while acquiring new knowledge on specific Veteran health concerns. The mission of the CETC is to establish a rapid response infrastructure to evaluate the biological severity of environmental exposures with unknown pathology, and to develop and deploy healthcare solutions and protective measures. A key component of the mission statement for this Center is to capture the military occupational exposures of Veterans during their service periods and their health concerns. Through years of clinical and research experience, the DC WRIISC and CETC have developed a subjective reporting instrument to capture a Veteran's exposure history known as the Veteran Military Occupational and Environmental Exposure Assessment Tool (VMOAT). The CETC is requesting the services of an experienced survey development and implementation company, to assist with the development, implementation, and report generation.

J044--NOTICE OF INTENT TO SOLE SOURCE Baltimore VAMC Steam System Preventive Maintenance from Vicinity Energy Baltimore Corporation
Solicitation # 36C24527Q0048
The Department of Veterans Affairs is issuing a Notice of Intent to Sole Source for an open market award to Vicinity Energy Baltimore Corporation to provide annual steam system preventive maintenance at the Baltimore VA Medical Center. This requirement, classified under NAICS code 561210 and PSC J044, is driven by the fact that the facility's steam equipment is directly connected to the district steam distribution system owned and operated by Vicinity Energy. Due to this interconnected configuration and the proprietary operational data involved, the government identifies Vicinity Energy as the sole source capable of ensuring the reliable operation of the system without risking the broader distribution network. The scope of work requires a two-person crew to provide eight hours of service every two weeks, totaling 416 labor hours per year. Key responsibilities include steam trap surveys, cleaning pressure-reducing valves, inspecting heat exchangers, and ensuring proper water chemistry and meter operation. The contractor must supply all necessary parts meeting original manufacturer specifications and provide emergency call-back services with a technician on-site within five hours of notification. The anticipated period of performance is one year from the award date, with the possibility of option-year extensions. Interested vendors may submit capability statements to Contract Specialist Patricia Thai by 11:00 AM EST on November 10, 2026, referencing announcement number 36C24527Q0048. These submissions will be used solely to determine if the procurement will be conducted on a competitive basis. All work will be performed at the Baltimore VAMC, adhering to strict VA security, safety, and infection control requirements.

The Department of Veterans Affairs is seeking a contractor for the emergency procurement, delivery, and factory assembly of commercial-grade kitchen equipment for the Nutrition and Food Services Pot and Pan Washing Room at the Washington DC VA Medical Center. This firm-fixed-price acquisition is driven by critical infection control and physical environment deficiencies identified during a June 2026 Joint Commission survey.
