Full Description

The Department of State (DOS) has a requirement for qualified contractors to perform Radio Frequency and Acoustical Shield (RFSA) consulting services to perform services primarily outside of the United States. The Department of State plans to award up to four (4) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for the (RFSA) services. Each contract will consist of a one year base period and four (4) options years to be exercised at the Government's discretion. All questions regarding this solicitation has been extended from Wednesday, June 8, 2011, to Thursday, June 30, 2011. (3:00PM) (EST) to Latoya Williamson via email at williamsonlr@state.gov. The applicable North American Industrial Classification System Code (NACIS) is 541330 with the size standard of $4.5 million. This RFP is set aside for Total Small Business NOTE: In order to be eligible to perform under this contract, the successful offeror must possess or be able to obtain a Department of Defense (DoD) TOP SECRET facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel assigned to this contract must possess a Secret or Top Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). Offerors already possessing the necessary FCL shall submit their appropriate Commercial and Government Entity (CAGE) Code with their proposal. If a selected offeror does not possess the necessary FCL or possesses only a Secret FCL, the Department of State will sponsor the firm for an FCL or an upgrade to Top Secret. Sponsorship does not guarantee that the firm will receive the clearance. A period of 90 days from the date of final selection of the offeror will be allowed for the selected firm (s) to obtain the necessary FCL. After this period, the Government may, at its discretion, consider awarding the contract to another firm. Firms which form joint ventures must also comply with the above FCL and personnel security clearance requirements. (See Solicitation attached for more details.)
