Tomco Amplifier System

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of a power transmitter, two-pulsed, radio-frequency (RF) 2000 watt, quantity of 2 each. The NAICS code is 335999 and the business size standard is 500 employees. The proposed purchase order is being solicited on a sole-source basis to Tomco Technologies of Stepney, AUSTRALIA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Tomco Technologies has developed a gating circuit feature on this transmitter, Mdl BT02000-AlphaS. When in use by our NSWCCD personnel, this gating circuit enables the transmitter to turn off between pulses. When gated off, biasing transistors are cut off so the transmitter will not continue to consume power. In addition, the HF frequency band meets the NSWCCD's output level requirements over the entire HF band. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
