The Naval Surface Warfare Center Carderock Division, in collaboration with Naval Sea Systems Command, is seeking sources for the design, engineering development, fabrication, and testing of Radiological Detection System (RDS) equipment. This effort aims to replace legacy survey meters and address parts obsolescence to maintain radiological safety standards for shipboard and public shipyard activities. The requirement includes the production of up to 1,300 RDS Base Units, 1,800 Beta/Photon Probes, 1,800 Common Probe Cables, 2,800 Configuration 2 Cases, and 5,200 AA batteries. All equipment must comply with performance specification PRF-JPM-RND-RDS-001 (Amd 5) and sampling procedures under ASQ/ANSI Z1.4-2003. The period of performance for the primary deliverables is one year after contract award, with an additional one-year option for Option CLIN 1001. Manufacturing will occur at the contractor's facility, and the government will conduct acceptance testing within 60 days of delivery. Contractors must provide calibration certificates for each device and are responsible for remediating any non-conforming lots within 60 calendar days at no additional cost to the government. Certain technical specifications are designated as Controlled Unclassified Information and will be provided as Government Furnished Information within 30 days of award. This sources-sought effort, under NAICS code 334519, is open to large businesses and various socio-economic small business categories, including SDVOSB and HUBZone.

Weapons Effect Solicitation
Solicitation # N0016727R3103
Solicitation N0016727R3103 is a request for proposals from SEAPORT-NxG MAC holders to provide scientific and technical services for the Naval Surface Warfare Center Carderock Division. The scope of work focuses on theoretical and applied research regarding the response of US Navy surface and undersea platforms to threat weapon engagements, specifically underwater explosions (UNDEX), air explosions (AIREX), and penetrating weapons. The contractor will develop and utilize specialized software codes to simulate shock environments, support live fire test and evaluation programs, and solve finite element models for elastic-plastic responses. This effort requires experts capable of simulating nuclear underwater shock and air blast environments from far field locations and ensuring the integrity of computational models. The contract is structured as a Cost Plus Fixed Fee (CPFF) arrangement consisting of a base period from July 6, 2027, to July 5, 2028, with four subsequent one-year option periods. Labor is categorized under holding CLINs with an estimated 78,020 hours per period, alongside separate CLINs for Other Direct Costs. Proposals are evaluated based on technical approach, management, personnel qualifications, and software process improvement initiatives, with technical factors weighted more heavily than cost. Personnel must meet strict qualifications, including a Secret security clearance and specific experience in maritime weapons effects and Navy safety regulations. All proposals must be submitted via the PIEE Solicitation Module, and the government will maintain a 15 percent fixed fee withhold up to 100,000 dollars.

PRE-SOLICITATION NOTICE: Environmental and Ship Motion Forecasting Follow-On (ESMF FO)
Solicitation # N00167-26-RFPREQ-CD-80-0198
The Naval Surface Warfare Center Carderock Division is issuing a pre-solicitation notice for the Environmental and Ship Motion Forecasting Follow-On contract, anticipated under solicitation number N0016726R1009 on or after November 06, 2026. This procurement is intended as a single-award Indefinite Delivery/Indefinite Quantity contract utilizing Cost-Plus-Fixed-Fee pricing with a five-year ordering period. The primary objective is to sustain, improve, and expand the U.S. Navy's ship motion forecasting capabilities to enhance operational safety and efficiency by predicting windows for personnel and material movements. The scope of work encompasses the full systems engineering lifecycle, including hardware and software design, physical fabrication, proof-of-concept prototyping, shipboard installation, system testing, continuous sustainment, and specialized operator training. The effort focuses on developing a flexible, open-architecture system that integrates physical wave measurements, predictive models, algorithms, and sensor technologies into a cohesive decision-support interface for operators. To access controlled attachments with Distribution Statement D limitations upon the formal solicitation release, prospective offerors must maintain an active registration in SAM.gov and a verified certification with the Joint Certification Program via an approved DD Form 2345. All solicitation activities will be conducted through the Procurement Integrated Enterprise Environment solicitation module.
