Full Description

The Transportation Security Administration (TSA), Office of Security Policy and Stakeholder Engagement (OSPIE), Freight Rail Branch (FRB) proposes to enter into a sole source contract with Railinc Corporation located at 7001 Weston Parkway Suite 200, Cary, NC 27513 on the basis of utilizing other that full and open competition in accordance with 41. U.S.C 253(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements," see (FAR 6.302-1). The proposed contract will fall under the North American Industry Classification System (NAICS) code 518210 "Data Processing, Hosting, and Related Services." Railinc Corporation currently provides rail shipment data that is critical to TSA's ability to assess security risks posed by Rail Security Sensitive Materials (RSSM) in the Continental United States. The data will also enable TSA to strategically assess Ammonium Nitrate (AN) volumes and routes, and is critical to TSA's ability to objectively measure the reduction of the security risks associated with the rail transportation of Toxic Inhalation Hazard (TIH) materials. This notice of intent is not a request for competitive proposals. However, interested parties can submit a proposal, all proposals received thirty days after date of publication of this notice will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response. The procurement request number for this acquisition is (#2113203MLS254). The anticipated period of performance for this proposed contract is five years that will be inclusive of a one-year base period and four one-year option periods that will be exercised at the sole discretion of the Government. (base and options periods will be twelve-months each). The Government estimates the price of this procurement at $525,000 for five-years. The type of contract contemplated is Firm Fixed-Price (FFP).
