Solicitation # RFI-DOT-VOLPE-2026-001
The U.S. Department of Transportation, Volpe National Transportation Systems Center, is conducting market research via Request for Information RFI-DOT-VOLPE-2026-001 to identify the availability of refurbished and used 50-foot railway boxcars. These vehicles are required to safely transport ammunition and explosives in accordance with strict military safety regulations. Technical requirements include a minimum load capacity of 70 tons, compliance with CFR Title 49 clearance limits, and registration in the AAR UMLER files. All work must be performed in an AAR qualified rail shop and adhere to specific painting and stenciling standards, including a yellow carbody, black underframe, and red United States Army stenciling. The contractor is responsible for all inspections and tests at their designated location, while final acceptance occurs at a CONUS U.S. Army rail base following an inspection for carrier damage. Interested respondents must submit a Statement of Capabilities, including their UEI number, CAGE code, and business size under NAICS 336510, to the designated points of contact by November 13, 2026, at 5:00 PM Eastern Time.

Solicitation W52P1J-18-T-3062 was issued by the Army Contracting Command Rock Island on behalf of the USA Joint Munitions Command for the procurement of a railroad tamper. The project falls under NAICS code 336510 and is to be performed in McAlester, Oklahoma. While the initial request for quote was set aside for Women-Owned Small Businesses, a subsequent amendment changed the set-aside status to No Preference/Not Listed because the manufacturer, HARSCo, is classified as a large business. The solicitation also incorporates a price evaluation preference for HUBZone small business concerns. The procurement process included two amendments to the original terms. The first amendment updated the set-aside status and added specific FAR clauses, while the second amendment extended the deadline for the receipt of offers to June 6, 2018. Vendors were required to provide detailed line-by-line responses to the salient characteristics of the equipment to be deemed responsive, with payment terms established at NET 30. The primary point of contact for this acquisition was Nathan S. Tutor.
