The U.S. Department of Transportation Volpe National Transportation Systems Center (Volpe) intends to conduct negotiations by soliciting from a single source under the authority of FAR Subpart 13.106-1(b) in anticipation of awarding a purchase order to National Railway Equipment Company (NREC) Incorporated, a small business located in Mount Vernon, IL. The order will be for five (5) Low Voltage Power Supply (LVPS) Model 903-0012-000 electronic components. The Government will utilize these components to repair five (5) of its N-ViroMotive locomotives currently inoperable due to failed LVPS units. The Government has found NREC is the only company capable of providing the LVPS model 903-0012-000. The Government must obtain this exact model to maintain ideal operation of its N-ViroMotive locomotives. Due to complexities of the LVPS, unique design parameters of the N-ViroMotive locomotive, and proprietary operating software terms, NREC has been found to be the only company able to provide the LVPS model 903-0012-000. This is why the Government intends to solicit and negotiate with only NREC. The applicable North American Industry Classification System number is 336510 with a size standard of 1,000 employees. This is NOT a request for competitive quotations. There is currently no quotation document available for this acquisition. As this procurement is for a commercial supply, interested parties shall have seven (7) calendar days, or by 1530 hours Eastern time on 23 Feb 16, to submit clear and convincing information detailing their capabilities to provide for this requirement. Written information shall be sent via email to the contact point shown in this notice - NO verbal information will be accepted. Submitted information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All timely responses received will be considered by the Government, however, a decision to compete this requirement or not is solely within the Government's discretion. Businesses will not be reimbursed for any costs associated with information submitted in response to this announcement.
