The U.S. Department of Transportation Volpe National Transportation Systems Center intends to award a purchase order to Nordco Rail Services and Inspection Technologies for one Shuttlewagon Commander SWX315 Mobile Railway Car Mover Vehicle. This acquisition is being conducted on a basis of other than full and open competition under the Clinger-Cohen Act and FAR Subpart 13.5, as Nordco is the sole manufacturer of this specific technology. The vehicle will be used to maneuver railway cars in and out of loading areas and haul wheeled trailers in off-rail configurations, providing a more efficient alternative to locomotive switchers in areas unsuitable for truck traffic. The Shuttlewagon MRCMV was selected because it is the only U.S.-manufactured car spotter that utilizes a non-weight transfer system to achieve the necessary tractive effort for end-of-train moving. This specialized capability, protected by numerous patents held by Nordco, makes it the only commercially available solution that meets the government's operational requirements. The procurement falls under NAICS code 336510 and was managed by the Department of Transportation's System Center in Cambridge, Massachusetts.

The U.S. Department of Transportation Volpe National Transportation Systems Center (Volpe) intends to conduct negotiations in anticipation of awarding a purchase order to Nordco Rail Services and Inspection Technologies (Nordco), a small business located in Ridgefield, CT on a basis of other than full and open competition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) as referenced in Federal Acquisition Regulation (FAR) Subpart 13.5. The order will be for one (1) Shuttlewagon Commander SWX315 Mobile Railway Car Mover Vehicle (Shuttlewagon MRCMV). The Government will utilize this car spotter vehicle primarily for two (2) types of operations; to spot and maneuver railway cars into and away from the loading areas from the servicing mainline railroad, and for off-rail configuration for hauling wheeled trailers. The car spotter vehicle will be used in and around railroad yards and dock shipping areas for locating and moving railway equipment where areas about the track are not suitable for truck traffic, and the use of a locomotive switcher would require needless shuttling. Based on market research done, the Government has found the Shuttlewagon MRCMV is the only commercially available solution able to meet the Government's needs. The Shuttlewagon MRCMV utilizes a non-weight transfer system to achieve desired tractive effort, which is needed so to attain the most efficient operation for end-of-train moving. It is also the only USA manufactured car spotter utilizing rubber tire traction for on-rail and on-road use without utilizing weight transfer to achieve the desired draw bar pull force. The Shuttlewagon MRCMV is solely manufactured and distributed by Nordco and they hold numerous patents on the technology. This is why the Government intends to conduct negotiations with Nordco on a basis of other than full and open competition. The applicable North American Industry Classification System number is 336510 with a size standard of 1,000 employees. There is no solicitation document available for this acquisition. As this procurement is for a commercial supply, interested parties shall make inquiries and/or provide capability information to the contact point shown in this notice within seven (7) calendar days after publication of this announcement, or by 1700 hours EST on Friday, 11 Apr 14. All timely responses received shall be considered by Volpe. Businesses will not be reimbursed for any costs associated with information submitted in response to this announcement.
