Ramey School Floor Replacement

The Department of Defense Education Activity (DoDEA) is soliciting bids for the removal of existing flooring and installation of new flooring in two classrooms at Ramey Unit School in Aguadilla, Puerto Rico, serving approximately 500 students from pre-kindergarten through 12th grade, primarily children of active-duty military and federal civilian personnel stationed at nearby facilities. The work includes demolition, subfloor inspection, surface preparation, floor leveling, installation of selected flooring systems such as VCT or sheet flooring, and final cleanup and disposal, to be completed during the summer recess period from June 8 to August 10, 2026. This requirement is structured as a Firm Fixed Price contract with three Contract Line Item Numbers (CLINs) covering demolition, materials and installation, and cleanup and disposal, though specific pricing is to be proposed by offerors. The solicitation is set aside exclusively for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under the SBA Certified EDWOSB Program, and award will follow a Lowest Price Technically Acceptable (LPTA) evaluation process, wherein price is assessed first and only the lowest-priced technically acceptable offer will be considered. All proposals must be submitted electronically in four volumes, adhering to strict formatting guidelines including a ten-page limit for the technical capability statement and a one-page cover letter. Contractors must comply with a comprehensive set of federal and defense requirements, including adherence to FAR and DFARS clauses covering cybersecurity, safeguarding covered defense information, prohibitions on certain foreign-sourced equipment and services, labor protections, and ethical contracting practices. All contractor personnel must be pre-cleared for access to DoDEA facilities, submit identification and clearance documentation at least 48 hours in advance, wear company-identified badges, and strictly observe the no-smoking policy on campus. Work must be conducted under safety standards including OSHA and EM 385-1-1, with a qualified Site Safety Officer designated.
